Why Nominated: Richard has been a resident of Orange County for over 30 years. After an elder family member had an unexpected accident, he realized, in attempting to assist his family member, that he was not prepared for navigating through the Medicare/Medi-Cal system. This experience reinforced his underlying outlook toward the unknown future economic and quality of life impact of health insurance issues not only for himself but the ‘silver tsunami’ of the baby boomer generation. As a HICAP (Health Insurance Counseling and Advocacy Program)Counselor, Richard, has gone above and beyond by joining with others in the program to help people compare health plans during the Medicare Annual Enrollment (Oct. 15th – Dec. 7th), attending as a team member, 12 special enrollment clinics at Senior/Community centers throughout O.C.; he has volunteered to be the Senior Medicare Patrol/ HICAP Liaison, to educate people on Medicare fraud and abuse; he supports the HICAP call center by answering callers questions regarding their Medicare and other health insurance and he is committed to making a positive difference in our community. The HICAP Program nominates Richard Lujan, registered HICAP Counselor, for this honor.
